Electronic government services in the Hellenic Police : acceptance and effectiveness

Abstract
The concept of e-Government can be defined as a contemporary model for the organization and delivery of public services, which is based on the utilization of Information and Communication Technologies (ICT). The provision of services is now informed by digital processes that facilitate enhanced resource management, optimizing cost and time efficiency. The utilization of automated processes is a key feature, leading to a reduction in bureaucracy and enhancing the convenience of service users, thereby promoting transparency across all operational domains. The overarching objective of e-Government is to address citizens' needs in the most expeditious and effective manner. Beyond the pragmatic advantages of the process, it empowers users to engage directly in decision-making, thereby reinforcing democratic principles and enhancing freedom of expression within the public sector. It is therefore undeniable that e-Government is a key tool for modernizing and upgrading the public administration. The overarching objective of this model is to enhance the quality of services provided, with a view to facilitating access and participation on the part of all citizens. Notwithstanding the opportunities it offers, e-Government faces challenges, particularly in terms of technological inequality and data protection issues. The objective is to formulate long-term strategies for the sustainability of digital services, with a focus on technological challenges and ensuring the privacy and security of citizens.
This paper examines the implementation of digital governance in the Hellenic Police, analyzing both the current situation and the prospects for improvement. The methodology employed in this study encompasses the utilization of official sources to present the current state of affairs, the execution of a SWOT analysis to identify strengths and weaknesses, and the assessment of opportunities and threats. To this end, a questionnaire was administered to gauge the acceptance and satisfaction of police staff with the digital tools and systems available. The findings of this survey demonstrate that, despite progress in the field of digitalization, challenges and barriers remain, such as the need for staff training and the need for infrastructure modernization. However, the positive attitude of users towards recent digital changes is also highlighted.
