The COVID-19 pandemic highlighted the challenges to states, revealing a lack of preparedness and the need to expedite procedures while maintaining transparency and accountability. Analysis of procurement during the pandemic shows that many were awarded through direct negotiation without prior publication, raising concerns about the design and justification for such methods. Overall, the need for collaboration between the public and private sectors is vital to effectively address future challenges.
