The research aims to uncover the relationships that exist among the industry’s structure, rules and regulations and the role of technologies on existing frameworks of PSS incidents. Drawing from the SOLAS and ISM Codes as international guiding principles, this study uncovers the systemic barriers and lack of protection embraced by the maritime sector. Additionally, the study highlights the need for consideration of human simulations, behaviours, and cultures in the development of an effective system for reporting incidences. The evidence reconciling the tension between policy and practice because of the study provide helpful analysis to decision-makers, maritime associations and regulators which will ultimately improve the safety of passengers during marine ships facilitations.
