The concept of resilience has become central to the security strategies of both the European Union (EU) and NATO, given the increasing threats and challenges facing their member states. This paper examines how resilience is integrated into the strategies of these organizations, analyzing their common approaches, differences in strategies, areas of cooperation, and the challenges they face. The EU, adopting a comprehensive approach, emphasizes the protection of citizens, social cohesion, economic stability, and the addressing of hybrid threats. NATO, on the other hand, focuses on military resilience and the protection of its member states from military and hybrid threats, emphasizing operational readiness and the protection of critical infrastructure.
Cooperation between the EU and NATO is a crucial element in enhancing overall resilience in Europe. The two organizations collaborate in areas such as cybersecurity, hybrid threat response, and crisis management, combining their military and political capabilities. Despite challenges like the coordination of actions and the differing priorities of member states, this cooperation contributes to building a more resilient European region. Resilience is not only about defense against external attacks but also about the ability of societies to adapt and recover from crises, including pandemics and climate change.
Overall, resilience is a key component of modern security strategy. It requires a multidimensional and coordinated approach that includes military, political, economic, and social means. Strengthening cooperation between the EU and NATO and bolstering institutions at all levels will be crucial to addressing challenges and promoting security and stability in Europe.
