In 2011, NIR was developed in the framework of the Paris MoU as a New Inspection
Regime, an initiation that drew the attention of many stakeholders and is widely considered an
innovation. This New Inspection Regime has the potential to be of considerable influence on
enhancing the global PSC inspection system. An assertion can be made with all confidence that
proper implementation of the NIR is a sure way to bring about modernization of PSC
inspections worldwide. This paper deals with a comparative analysis of periods under the ‘pre NIR’ (before implementation of the NIR) and ‘post-NIR’ (after the NIR was implemented)
using inspection data and information from the online database of Paris MoU. The method used
for comparison will present overall changes in inspection results and quality of vessels
inspected.
