Access to education is a fundamental right for all people, at the same time it is an instrument of social inclusion and empowerment for vulnerable social groups. The phenomenon of early school leaving has been a major concern for international, national, and european organizations over the last two decades, as it is directly linked to the strengthening of the development of the knowledge-based economy and the smoother access of all citizens to the labor market. With the advent of the COVID-19 pandemic and th e implementation of distance education, this paper examines its influence on school dropout and equal access by all students to the educational process. At the same time, the issue of the digital divide between the general student population and students f rom vulnerable social groups is raised.
With the implementation of distance education in 2020, the implementation of digital education policy was launched at European and national levels with the aim of developing the digital skills of teachers and students and enhancing inclusive and equitable access to education.
