dc.description.abstract	Στις 2 Δεκεμβρίου 2021, εγκρίθηκε επίσημα η συμφωνία για τη μεταρρύθμιση της Κοινής Αγροτικής Πολιτικής (ΚΑΠ). Η νέα νομοθεσία, που ετέθη σε εφαρμογή την 1η Ιανουαρίου του 2023, αποσκοπεί σε μια πιο δίκαιη, πιο πράσινη και πιο βασισμένη στις επιδόσεις Κοινή Αγροτική Πολιτική. Στόχος της νέας Κοινής Αγροτικής Πολιτικής είναι να εξασφαλίσει ένα βιώσιμο μέλλον για τους ευρωπαίους αγρότες, να υποστηρίξει στοχευμένα τις μικρότερες εκμεταλλεύσεις και να επιτρέψει μεγαλύτερη ευελιξία στις χώρες της Ευρωπαϊκής Ένωσης, ώστε να προσαρμόσουν τα μέτρα στις τοπικές συνθήκες. Η παρούσα διπλωματική πραγματεύεται το αντικείμενο της Κοινής Αγροτικής Πολιτικής, αναλύοντας τους ειδικούς στόχους, τις καινοτομίες καθώς και τη χρηματοδότηση των δύο πυλώνων. Στην Ελλάδα, ο αγροτικός τομέας, αποτελούσε ανέκαθεν ισχυρό παράγοντα οικονομικής ανάπτυξης και απασχόλησης σε εθνικό και ειδικότερα σε περιφερειακό επίπεδο. Ο εγχώριος γεωργικός τομέας χαρακτηρίζεται από στασιμότητα, χαμηλή παραγωγικότητα και μειωμένη απασχόληση των αγροτών. Επιπλέον το επίπεδο των επενδύσεων είναι πολύ χαμηλό, γεγονός που δυσχεραίνει την ισχυρή αύξηση της παραγωγής και επιδεινώνει περαιτέρω το εισόδημα των αγροτών. Μέσα από ποσοτικά δεδομένα που παρουσιάζονται στην παρούσα διπλωματική, αποδεικνύεται η ανάγκη της βέλτιστης αξιοποίησης της πλούσιας εργαλειοθήκης της Κοινής Αγροτικής Πολιτικής από την Ελλάδα.	el

dc.description.abstractEN	On 2 December 2021, the agreement to reform the Common Agricultural Policy (CAP) was officially adopted. The new legislation, which came into effect on 1 January 2023, aims for a fairer, greener and more performance-based Common Agricultural Policy. The aim of the new Common Agricultural Policy is to ensure a sustainable future for European farmers, to provide targeted support to smaller farms and to allow more flexibility for EU countries to adapt measures to local conditions. This Diplomatic paper, deals with the subject of the CAP by analyzing the specific objectives, the innovations as well as the financing of the two pillars. In Greece, the agricultural sector has always been a strong factor of development and employment at the national and especially at the regional level. The domestic agricultural sector is characterized by stagnation, low productivity and reduced employment of farmers. In addition, the level of investment is very low, which makes it difficult to increase production strongly and further deteriorates the income of farmers. Through quantitative data, presented in this diplomatic report, the need for optimal utilization of the rich toolbox of the CAP is proven by Greece.	el
