On 2 December 2021, the agreement to reform the Common Agricultural Policy
(CAP) was officially adopted. The new legislation, which came into effect on 1
January 2023, aims for a fairer, greener and more performance-based Common
Agricultural Policy. The aim of the new Common Agricultural Policy is to ensure a
sustainable future for European farmers, to provide targeted support to smaller farms
and to allow more flexibility for EU countries to adapt measures to local conditions.
This Diplomatic paper, deals with the subject of the CAP by analyzing the specific
objectives, the innovations as well as the financing of the two pillars. In Greece, the
agricultural sector has always been a strong factor of development and employment at
the national and especially at the regional level. The domestic agricultural sector is
characterized by stagnation, low productivity and reduced employment of farmers. In
addition, the level of investment is very low, which makes it difficult to increase
production strongly and further deteriorates the income of farmers. Through
quantitative data, presented in this diplomatic report, the need for optimal utilization
of the rich toolbox of the CAP is proven by Greece.
