This study examines the operation of the Digital Labor Card and the effects of its implementation on the audit work of the Independent Labor Inspectorate Authority, on Employees and on Businesses, taking into account the role played by Information and Communication Technologies (ICT) .E.) in this reform.
The first part of the study is based on the theoretical approach of the operation of Information and Communication Technologies (ICT) in the Public Administration (PI), then focusing on their role in the Ministry of Labor and Social Affairs, ending up to operation of the Digital Labor Card. First, what is Information and Communication Technologies (ICT) is defined and then a historical review of its concept in Public Administration (D.D.) is carried out, but also in its evolution from the use of technologies. Then the Information System "ERGANI" and the Integrated Information System (ISIS) operating in the Labor Inspectorate and the new electronic services added during the pandemic period ( Covid 19) are analyzed, thus highlighting the role of Technologies in Ministry of Labor and Social Affairs. Finally, the new Digital Labor Card is presented in detail and the changes brought about in the audit work of the Labor Inspectorate, in the working life of employees and in the operation of businesses with its implementation are analyzed in detail.
The second part of the study contains empirical background, as the results of the research are presented which focuses on the perspective of Labor Inspectors regarding the effects of the Digital Labor Card on the labor market. In other words, important conclusions are drawn about how the Digital Card affected the overall effectiveness of their work as well as the individual functions related to the execution of controls and the process of resolving labor disputes. At the same time, their opinions are listed on whether they consider that employees are guaranteed, but also in which sectors businesses were affected by the specific reform.
