This thesis initially presents a rich theoretical background on the concepts of staff evaluation and efficiency. Emphasis is placed on the importance and the benefits it provides, while at the same time the sources and evaluation techniques are studied as well as the errors and relative reactions according to the international literature. In addition, an extensive historical review of the issue of evaluation in Greece public sector is provided, and all the efforts that have been made to date and the corresponding legislative framework that accompanies them are recorded. This evaluation system is based on the principles of the New Public Administration, and public servants are evaluated accordingly. A case study was conducted at the Ministry of Migration & Asylum via a social survey focusing on the opinion and attitude of the staff regarding the present evaluation system. Furthermore, the performance level of the aforementioned system is examined in terms of their performance improvement. The critical parameters that affect the effectiveness of evaluation techniques in public organizations, the evaluators’ role and whether all the measures prescribed by law are observed is thoroughly researched. In order to improve the services of public organizations, it is recommended that the staff be fully informed about the advantages of the evaluation process, but also that the evaluators be carefully selected and appropriately trained.
