The scope of this study is to examine the attitudes and perceptions of teachers of Primary and Secondary Education in relation to the entry of Public-Private Partnerships in education, in the form of the implementation of school infrastructure, management services regarding both the financial operation of an organization and the management of staff, provision of educational services and support services for the educational process.
The literature review consists of six chapters. The first chapter attempts to define and describe PPPS, and presents their characteristics, basic principles, risks, drawbacks and potential advantages. The second chapter categorizes partnerships in accordance with Community provisions and according to their object, their type and the extent of the private partner's involvement. The third chapter summarizes the legal and institutional framework of PPPs, in accordance with national and Community law. Chapter four is a review of the sources of financing of PPPs, and a reference is made to the modern financial instruments of partnerships. Chapter five presents the ways in which PPPs have been introduced into the education sector, the main types of contracts and their potential advantages and disadvantages. Finally, chapter six presents experiences of implementing PPP contracts from examples both at international and national level.
In the research part of the thesis an attempt is made, through the appropriate statistical tools, to investigate the way in which teachers in our country deal with PPPs. The questions concern, in a first level, the extent to which they are aware of the existence of the partnerships and in the next level their perceptions regarding the flexibility PPPs, the increase in competitiveness in education due to them, the possible creation of educational and social inequalities and whether PPPs ultimately lead to privatization of education.
