Human resource development, entrepreneurship and innovation are key factors in accelerating the development of lagging behind European regions in order to improve their productivity and competitiveness and accelerate their convergence. The goal of EU cohesion policy for economic, social and territorial cohesion can be achieved through resources transfers and investmenst, but the regional impact of investments depends on human capital productivity and innovation.
A key tool for human resource development is technological progress, as well as education, training and lifelong learning. For this reason, since the first programming period of cohesion policy, the Structural Funds and other financial instruments have been supporting actions such as research and technology, improving infrastructure and education structures, subsidizing education, training, postgraduate and lifelong learning programs, strengthening internship and programs for labor market integration.
EU financial support is provided both through national operational programs and through the resources of other funds and Union initiatives.
In the new programming period 2021-2027, strengthening education and training and innovation will continue to be an important EU goal and is included in the priorities and specific objectives of the Structural Funds and other financial instruments.
In Greece, relevant actions are promoted through sectoral and regional programs, but also through the utilization of other financial instruments.
In the present work, special reference is made to the EU programs and actions for the strengthening of internal security through the education and training of the staff of the national and European authorities and security organizations, such as CEPOL and the Hellenic Police Academy.
Security training activities will be promoted, in particular, through the Internal Security Fund 2021-2027. Upgrading the human resources of the security authorities is expected to increase the effectiveness of the fight against all forms of crime and improve the protection of EU citizens.
