| dc.description.abstract | Η παρούσα εργασία μελετά την τήρηση της ιδιωτικότητας και την εξασφάλιση της προστασίας των προσωπικών δεδομένων μέσα από την χρήστη των cookies. Αναλύει το νομοθετικό πλαίσιο που διέπει τα cookies, καταγράφει τις βασικές απαιτήσεις που προκύπτουν από αυτό και ελέγχει το κατά πόσο αυτά εφαρμόζονται στην πράξη. Ο κύριος στόχος είναι, αφού καθοριστούν οι βασικές αρχές της ιδιωτικότητας και της προστασίας προσωπικών δεδομένων σε συνδυασμό με την αναλυτική παρουσίαση των χαρακτηριστικών και της κατηγοριοποίησης των cookies, να καταστεί εμφανές ότι η ισορροπία μεταξύ αυτών είναι ένα πολύ λεπτό και ευαίσθητο θέμα.
Αυτήν την ανάγκη εξισορρόπησης έρχεται να καλύψει το νομοθετικό πλαίσιο με ένα σύνολο Κανονισμών και Οδηγιών. Οι πάροχοι διαδικτυακών υπηρεσιών καλούνται να συμμορφωθούν με τους περιορισμούς που προκύπτουν από αυτό το νομοθετικό πλαίσιο ως προς την διαχείριση (συλλογή, αποθήκευση και επεξεργασία) των ευαίσθητων προσωπικών δεδομένων που αντλούνται με την χρήση των cookies.
Για την υλοποίηση του ελέγχου συμμόρφωσης των παρόχων διαδικτυακών υπηρεσιών με το ισχύον νομοθετικό πλαίσιο, χρησιμοποιήσαμε πρόγραμμα που δημιουργήσαμε ειδικά για τον σκοπό αυτό, σε συνδιασμό με τη χρήση ενός προγράμματος περιήγησης (browser). Ο έλεγχος πραγματοποιήθηκε σε τυχαία επιλεγμένους ιδιωτικούς και δημόσιους ιστότοπους, διαφόρων τομέων και υπηρεσιών όπως ηλεκτρονικό εμπόριο, υγεία και αεροπορικές εταιρείες. | el |

| dc.description.abstractEN | Personal data and their protection is a very delicate matter, especially within the context of the internet which concerns all of us as individuals. The revealed fact that through the use of the internet, such personal information is collected in the form of cookies and then immorally exploited on purpose, economically, socially, politically, etc. without the prior consent of the users, prompted the authorities to establish the legal framework on the basis of which this information will be managed.
Thus, the European legal framework was formed within the European Union with specific Directives and Regulations which largely cover the protection of personal data and the confidentiality of electronic communications to a great extent. This was followed by the hellenic Data Protection Authoriy, which established very specific recommendations with the sole aim of supplementing and not replacing the European legal framework.
However, the weaknesses in the effective protection of personal data would be summarized in the following issues:
• The validity of the Laws and the Regulations is by definition local while the web is global.
• There are no guidelines for Internet service providers on how they are obliged to collect and manage users' personal information by the use of cookies.
• Nowadays rules with which the administrators of the internet sites should conform, are being developed quite slowly. According to these rules they must communicate to the end users all the private information, they gather, and also explain them, in full detail, the way they are going to use such data in order to get their consent.
• Many internet service providers are reluctant to comply with Directives and Regulations
• There are no mechanisms to control and detect illegalities in the management of personal data by Internet service providers
The lack of a system capable of controlling the behavior of the administrators in various websites on the internet has led to the elaboration of the present dissertation, presenting the research conducted on various websites using a special program developed specifically for this purpose.
The results of this research show that the administrators of many websites do not comply with the legislation governing the use of cookies. | el |
