This research report explores the multi-level competition between the United States of America (USA) and the People's Republic of China (PRC), the two most powerful states of the modern world. Emphasis will be placed on marine power as it is considered to be a necessary element for ensuring global hegemony, which has been held by the U.S. since the end of World War II and denies the ever growing China. To better understand the present situation one must provide a brief historical overview of the competitive relationship between the two states as well as a description of the different government models which they have. The theory of realism, in the preparation of this work, was used as an interpretative tool for the explanation of government behaviors in both the USA and the PRC. In the context of the above theory, in an anarchic international system, states as the major actors, are sovereign and simultaneously must fend for themselves in order to survive. Moreover, states are considered to be rational actors as the way they make political decisions based on a cost-benefit analysis, meaning that all of them analyze the available options within an uncertain environment and choose the best. State behaviors are analyzed with the use of this approach. In addition, we will examine the balance among the countries of South-East Asian region, which seems to play an equally important role in the balance of the two largest states in the modern era.
