The International Convention on Standards of Training, Certification and Watch keeping for Seafarers (or STCW), establishes the necessary qualification standards for masters, officers, watchkeeping crew and ratings on seagoing merchant ships. The STCW Convention was first adopted in 1978 by the International Maritime Organization (IMO), and was significantly amended in 1995 and 2010. The STCW Convention 1978 was the first to set the basic requirements for the training, certification and watch keeping for seafarers on an international level. Prior to this, these standards were established by individual governments, mostly without reference to practices in other countries. As a result, standards and procedures varied widely, even though shipping is extremely international by nature. Greece, as a traditional maritime
country, has created an education system that guarantees the high level professional training of Greek seafarers to fully meet the growing demands imposed by the international shipping, technological development and, of course, the institutional national and international framework. In this project light will be shed on the implementation of the STCW Convention on the public and private sector, in Greece, the European Union and internationally as well as the effectiveness of its implementation in environmental protection and maritime safety.
