The reality is that nowadays Public Hospitals face serious problems of management and modernization of the provided health services, with the main result of their inefficiency and, unfortunately, the low level of satisfaction of the citizens. A citizen who visits a public hospital demanding the necessary healthcare and care implicitly declares his trust in health services and his acceptance in the public administration system. However, the system creates omissions, delays, chaotic bureaucracy, and excessive cash and non-charges that have as a result the poor performance of health services and the unusual operation of the private sector. In this thesis we will study the causes of these problems as well as the Medical File from the point of view both of Informatics and Economy, more specifically we devote an entire chapter to the financial data (coefficients) of the Medical Record. As we know in recent years, the development of technology has imposed a different presentation and organization of information. More and more tools are being developed to meet the needs for managing and distributing information. All of the above are part of this thesis.
