dc.description.abstractEN | The Commission, by publishing “Green Paper” June 2006, put forward the main elements of a new European integrated maritime policy, including its founding principles and main objectives, the required governance framework and appropriate tools for integrated policy-making. All together, these represent the delivery of a new vision for Europe's oceans and seas as decided in the European Commission's Strategic Objectives for 2005-2009.
Encouraged by this support from civil society, and also from public authorities, the Commission decided to launch a second phase, the one called “Blue Book”, presented on 10 October 2007. The Blue Book is a “package” that brings together two Commission communications on policy and two working documents – an action plan and an impact study. The action plan, is really the “bible” of the new European maritime policy. It sets out about thirty measures. The idea is not to add regulation to existing regulation, but above all to involve the various participating parties as much as possible in the decision-making process, in order to gain their consent before introducing specific measures. This is particularly true of the new tools such as spatial planning, which will be implemented through pilot projects. The action plan also places great importance on incentive measures and earmarks resources for projects that observe good practice.
But the whole aim of the European integrated maritime policy is to coordinate all the measures in order to meet a global objective of planned development. | el |
