From the end of the nineteenth century, the social inequity was continually growing and has gradually been transformed into social inequality, the modern propensity for the commercialization of the greater social goods, like health and education, the imposition of the social exclusion for some groups of people, the huge wave of the emigration, the hard terms of a competitive and free labor market, the negative estimations for the demography and health indexes, facts that minimize the possibilities for a better quality life and the implementation of social prosperity. The necessary precondition is the making and the implementation of a human centered social policy, through the right and fair distribution of income and the rendering of goods, money and services, in the context of a welfare state as it will be planned by either the government political program or the opposition parties. Admittedly, the consent of all political and social bodies, of public opinion, of employers and employees, are necessary in order to ensure the effectiveness of the social policy and the existence of a welfare state. That consent is also vital for the implementation of the primary objective which is to ensure a specific lower level of income and living standards for every citizen, which, cannot be produced by every citizen partially, but must be provided generally to the community by the state. The ambition of this project is to study and draw useful conclusions from the presentation of the political and social history, so as a comparative study of the targets and the priorities of the political parties concerning the welfare state to be feasible.
