This dissertation addressed the issue of the analysis, comparison and evaluation of the MOU of Paris, Black Sea and Tokyo and their impact on maritime safety. The Port State Control checks of the ships for compliance with safety standards are currently implemented through nine memoranda of understanding (MOU), three of which are the Paris, the Black Sea and the Tokyo MOU. As demonstrated through the analysis of the results of the above mentioned three memoranda in the last three years, it was noted that in the countries belonging to the Paris MOU and the Black Sea there was an overall reduction in the number of inspections performed with an increase of the number of deficiencies detected and the number of detentions, while in countries applying the Memorandum of Tokyo there was an increase in the number of inspections with a reduction in the number of deficiencies and detentions.
