This study examines the conditions for applying Onshore Power Supply (OPS) to cruise ships at a non-interconnected island port, using the Port of Rhodes as a case study for 2025. It adopts a mixed-methods approach, combining a literature review, regulatory analysis, and PESTEL analysis with actual port activity data and hourly load data from the local power system. The 386 potentially eligible calls constitute a documented basis for potential use, rather than an actual utilisation rate. The estimated annual OPS energy requirement was 6,946.53 MWh, while the maximum estimated operational demand reached 9.212 MW. The theoretical maximum connected power of 29.734 MW represents an adverse technical planning scenario rather than an actual operational peak. The estimated cost of covering the required OPS electricity amounted to €2,077,306. The temporal comparison with system load does not demonstrate system adequacy or the ability to connect a specific OPS installation. The findings support further investigation of OPS in Rhodes under technical, operational, economic, and institutional conditions. The study does not include a site-specific connection study, a full economic assessment, or an emissions balance and therefore does not determine an overall economic outcome or a net environmental effect.
