This thesis explores the role and contribution of the European Union’s (EU) decentralized agencies to the process of European integration, with particular focus on the case of the European Union Agency for Cybersecurity (ENISA). The first part analyzes the historical development, legal foundations, funding mechanisms, types, and governance structures of decentralized agencies, which were established to address areas requiring technical expertise and to enhance the efficiency of EU governance. Their diversity and flexibility are highlighted as crucial elements in addressing new challenges and strengthening citizens’ trust in the Union. The second part examines the theoretical and practical framework of international and European integration. It outlines the different dimensions of economic and political unification, showing how decentralized agencies serve as intermediary institutions that bridge member states with central EU bodies. Their contribution to the creation of a more coherent and functional European structure is emphasized. The third part focuses on ENISA, founded by the EU to strengthen cybersecurity. The study discusses its establishment, evolution, mandate, and the modern challenges it faces, including the rapid increase of cyberattacks and the need for a harmonized regulatory framework. It demonstrates that ENISA plays a vital role in safeguarding digital infrastructures and protecting the Union against cyber threats. In conclusion, this particular thesis emphasizes how decentralized agencies have become fundamental pillars of the European project, enhancing its effectiveness, legitimacy, and the ongoing trajectory of European integration.
