This thesis examines the role of the Charter of Fundamental Rights of the European Union in the Union’s external economic relations, focusing on the persistent tension between normative commitments and strategic interests. It begins with an overview of the legal and theoretical framework, the historical evolution of the Charter, and its position within EU law. The analysis then explores the Union’s external economic policy instruments, including the Common Commercial Policy, institutional decision-making processes, and mechanisms designed to promote human rights in relations with third countries.
Special attention is given to situations in which economic, geopolitical and security priorities prevail over effective protection of fundamental rights. The study identifies patterns of energy dependence, economic interdependence and strategic prioritization that frequently undermine Union-declared values through an in-depth examination of EU relations with Russia, China and selected Middle Eastern states. The case study on Egypt illustrates these dynamics, showing how close cooperation is maintained to secure energy supplies and manage migration flows in the interest of regional stability. Findings indicate that despite strong legal foundations for applying the Charter in external economic relations, it's practical implementation remains limited, often secondary to strategic considerations.
