Towing and salvage operations are very important for navigation and maritime activities in general. These operations involve significant technical difficulty and are characterized by a considerable degree of risk. Their difficulty is mainly due to the fact that they are often carried out under extreme conditions, such as severe weather, reduced visibility (night, fog, etc.), and situations that usually require rapid choices and firm decisions without much time for planning. For these reasons, specialized vessels and personnel who are specifically trained for such situations participate in these operations. These particular working conditions make risk assessment essential in order to reduce the likelihood of accidents and ensure safety for both people and the environment.
Furthermore, risk assessment plays a decisive role in shipping because it can lead to the identification of potential hazards that may cause problemsfor ships and shipping companies. Risk assessment in towing and salvage operations is mandatory for certain categories of tugboats and derives from both international and national legislation. This paper will refer to the concept of hazard, occupational hazard, and risk, as well as how these risks are related to towing operations and salvage activities.
The purpose of this study is to analyze the risks that arise during towing, refloating/salvage operations, and other tugboat activities, in order to collect and categorize these risks. By analyzing potential hazards, this work can function as a non-exhaustive “guide” with an advisory character prior to operations. This could potentially contribute positively to the safety of human life atsea as well asto the protection of the marine environment. In addition, through a case study, possible solutions will be proposed that may help prevent an accident. The study aims to improve safety in maritime operations, strengthen a preventive mindset, and promote evidence-based decision-making.
