With the constantly increasing digitalization of operations, the maritime industry faces a surge in cyber threats, which range from ransomware attacks, GPS spoofing, operational technology exploits and more. These threats jeopardize all aspects of industry’s operation, including operational continuity, safety, and even global trade stability. Analyzing the existing literature, the present study examines the issue of cybersecurity in the maritime sector, focusing on the integration of cyber risk management within marine insurance frameworks. The study also explores innovative insurance models to see their potential in offering tailored coverage for maritime cyber risks. The observed challenges, including ambiguous policy language and regional legislative disparities are analyzed and recommendations for standardized definitions and cross-jurisdictional cooperation presented.
The findings also reveal that insurers face difficulties in quantifying dynamic cyber risks. These challenges are associated with inconsistent reporting standards and evolving threats. Proposed solutions include collaborative approaches, such as joint research and development, real-time threat intelligence sharing, and harmonized regulatory frameworks.
