This study focuses on housing policy as a fundamental pillar of social policy and analyzes the challenges and problems facing Greece in comparison with selected European Union countries. Through an extensive literature review and the analysis of statistical data from national and international organizations (OECD, EUROSTAT, ELSTAT, Housing Europe, DYPA, etc.), the research explores key issues such as the lack of strategic planning, the residual welfare state approach, the affordability crisis, the expansion of short-term rentals, and energy poverty. It presents both historical and recent housing policy initiatives in Greece (e.g., OEK, Olympic Village, “Spiti mou”, social exchange schemes), and compares them with best practices from countries like the Netherlands, Austria, and Germany. The paper concludes with concrete policy proposals, including the strengthening of social housing, the regulation of rental markets, the formulation of a National Housing Strategy, and the effective use of EU funds. These reforms aim to restore housing as a social right and to promote social cohesion and sustainable urban development.
