This thesis focuses on the analysis of the Eurozone, examining its trajectory, challenges, and
the institutional framework of its economic governance. The study begins with the institutional
formation of the Economic and Monetary Union (EMU), as defined by the Maastricht Treaty,
with particular emphasis on the Eurozone’s function as an incompletely integrated yet
strategically important monetary project for European unification. The first part presents the
creation of the euro and its initial years of operation, highlighting the role of the European
Central Bank (ECB) in ensuring monetary stability and controlling inflation. It also analyzes the
mechanisms of monetary policy implementation and the institutional structure of the Eurozone
as it was shaped during its early stages. The second part focuses on the structural
weaknesses of the Eurozone, such as the absence of a unified fiscal pillar, the limited capacity
for coordination of macroeconomic policies, and the institutional imbalance between monetary
and fiscal authority. The 2007–2009 financial crisis revealed these weaknesses and led to
institutional interventions, such as the establishment of the European Stability Mechanism
(ESM). Special reference is made to the Covid-19 pandemic, which underscored the need for
solidarity mechanisms, with the “Next Generation EU” recovery fund representing the most
characteristic example. Furthermore, the thesis examines the progress of the Banking Union,
the European Deposit Insurance Scheme (EDIS), the Capital Markets Union, and the need for
a fiscal stabilization mechanism. It also highlights the importance of enhanced democratic
accountability within the governance framework. Overall, the thesis concludes that the
sustainability of the Eurozone depends on the substantial strengthening of its economic
governance and political integration. Only through deeper institutional and political unification
can the Eurozone ensure its resilience and its capacity to respond effectively to future crises.
