This study discusses the importance of the Greek coastal shipping network and its exponentially increasing passenger traffic, while investigating the network's vulnerabilities, which present various shipping difficulties. The first chapter analyzes the importance of this network and presents the indicative coastal shipping network. Subsequently, a brief description of the Greek coastal shipping sector is provided, along with the legal framework for operation and the ship and passenger movement data of the largest coastal shipping companies operating in the country's passenger shipping. Then, the various problematic points and general difficulties and deficiencies that exist in the network are examined, comparing any accidents that have occurred according to official statistics, while in addition, reference is made to the theory and methodologies of risk assessment.
As demonstrated by the above, the ultimate goal of this work is to perform an early assessment of the risk of accidents, based on the method of qualitative analysis taking into account the problems that occur in the coastal shipping network and port infrastructure. In this assessment, in order to extract the final results and quantify the probabilities, a combination of the problems and all available accident data is made, taking into account the constantly increasing passenger traffic. Based on all the aforementioned data, we conclude the level of safety of the coastal shipping network and infrastructure, while at the same time the importance of the research question is accentuated, as well as improvement actions in the network and infrastructure are evident.
