| dc.description.abstract | Η παρούσα διπλωματική εργασία εξετάζει σχολαστικά την εφαρμογή και τις επιπτώσεις της Συνθήκης του Χάρτη Ενέργειας (ΣΕΕ) στο πλαίσιο ένοπλων συγκρούσεων εστιάζοντας στον ρόλο της στη διασφάλιση των ενεργειακών επενδύσεων και στην προώθηση της βιώσιμης ενεργειακής ανάπτυξης σε μετα-συγκρουσιακά περιβάλλοντα. Μέσω μιας ολοκληρωμένης ανάλυσης που περιλαμβάνει ευρήματα από συγκριτικές μελέτες με άλλες διεθνείς συνθήκες εμπεριστατωμένες επισκοπήσεις της νομολογίας και διερεύνηση των δυνατοτήτων της ΣΕΕ για την υποστήριξη βιώσιμων ενεργειακών έργων κατά τη διάρκεια της μετασυγκρουσιακής ανασυγκρότησης η έρευνα εμβαθύνει στις πολύπλευρες προκλήσεις και ευκαιρίες που παρουσιάζει η ΣΕΕ. Τα ευρήματα αναδεικνύουν τον σημαντικό αλλά και πολύπλοκο ρόλο της συνθήκης στην παροχή νομικής προστασίας για τις επενδύσεις εν μέσω γεωπολιτικών αναταραχών ενώ παράλληλα επισημαίνουν τους περιορισμούς και τις προκλήσεις στο τρέχον πλαίσιο και τους μηχανισμούς επιβολής της. Οι προτάσεις για την ενίσχυση της αποτελεσματικότητας της ΣΕΕ περιλαμβάνουν τροποποιήσεις πολιτικής και την εισαγωγή νέων πρωτοκόλλων για την καλύτερη αντιμετώπιση των σύγχρονων ένοπλων συγκρούσεων και την υποστήριξη βιώσιμων ενεργειακών επενδύσεων. Η παρούσα διπλωματική εργασία συμβάλλει στη συζήτηση για το διεθνές επενδυτικό δίκαιο και τη βιώσιμη ανάπτυξη προτείνοντας τρόπους αξιοποίησης της ΣΕΕ για την επίτευξη οικονομικής ανάκαμψης και περιβαλλοντικής βιωσιμότητας σε περιοχές που ανακάμπτουν από συγκρούσεις. | el |

| dc.description.abstractEN | This dissertation rigorously analyzes the relevance and consequences of the Energy Charter Treaty (ECT) within the framework of armed conflict, focusing particularly on its function in protecting energy investments and fostering sustainable energy development in post-conflict scenarios. This research conducts a thorough examination that combines insights from comparative studies, detailed analyses of international treaties, and extensive reviews of case law, while also investigating the ECT's role in facilitating sustainable energy initiatives during the reconstruction phase following conflicts. Further, it addresses the complex challenges and prospects associated with the ECT and highlights the treaty's crucial yet intricate role in providing legal safeguards for investments during periods of geopolitical instability, while also identifying the existing limitations and obstacles within its current structure and enforcement practices. Recommendations for enhancing the ECT's efficacy include policy amendments and the introduction of new protocols to better address contemporary armed conflicts and scaffold sustainable energy investments. By outlining methods for employing the Energy Charter Treaty (ECT), this thesis adds to the extensive discussion on international investment law and sustainable development, focusing on fostering economic recovery and environmental sustainability in regions recovering from conflict. | el |
