This thesis critically examines the regulatory and economic landscape of energy communities in Greece, focusing on the implications of Law 5037/2023 in light of EU energy democracy objectives. Using coalition game theory, it assesses the feasibility and structural barriers to equitable energy-sharing models. The analysis reveals that the current legal framework, though formally aligned with EU directives, facilitates systemic asymmetries and undermines grassroots participation. Policy recommendations are proposed to restore democratic governance and economic viability in energy communities, ensuring they contribute meaningfully to a just energy transition.
