This thesis examines the Armenia-Azerbaijan conflict over Nagorno-Karabakh, a long lasting conflict with deep historical roots in historical grievances, geopolitical rivalries, and national identities. It looks at the roles of regional powers, Russia and Turkey; the impact of international organisations; and the roles played by the European Union’s (EU) European neighbourhood policy (ENP) and eastern partnership initiatives. Yet despite EU claims in favour of stability, development, and respect for human rights EU engagement has been hampered by insufficient hard power, geopolitical difficulties and long-standing local dynamics. The analysis shows that by providing balanced relationships with Armenia and Azerbaijan along with fostering economic cooperation, the needs of the most affected, assisting reconciliation, the EU is in a position to expand its role. By taking tailored, strategic and long term policies the EU can help sustainably resolve the conflict, guaranteeing its reaffirmation to peace and development in the South Caucasus. The findings point to the challenges and opportunities for international actors seeking to move through the complexities of regional conflicts.
