The present study attempts to answer the question as to what extent the Greek citizens' perception
of the Circular Economy converges with how the latter is presented through the official national
strategy in this area, i.e. the New Action Plan for the Circular Economy ( Ministry of Environment
and Energy, March 2021).
Particular attention is paid to the possible lack of congruence, as this is expected to have an impact
on the success of policies on the Circular Economy. Congruence (between citizens' perspective and
public policy) would provide impetus for the achievement of policy objectives, while its lack could
signal either the need to revise policy programs, or governments' attempts to implement unpopular
programs (Achen and Bartels 2016; Clawson and Oxley 2013, in Calisto Friant et. al, 2020).
This research study attempts to serve as a tool for assessing the conceptual gap that potentially
separates citizens and policy-makers, as the achievement of Circular Economy policies (also)
depends on how well they resonate with citizens' ideas and concerns.
