The use of health technology assessment in pharmaceutical reimbursement decisions in Europe

Health Technology Assessment (HTA) is a crucial pillar in the decision-making process for drug reimbursement, playing a vital role in the pharmaceutical policies of nations worldwide. The emergence of new, high-cost health technologies often poses financial challenges to the health systems, in order to maintain access to innovative therapies and health care for all citizens. HTA serves as the linchpin in the decision-making process regarding health technologies’ reimbursement from governmental budgets.
This thesis encompassed a literature review on the application of HTA in the context of medicinal reimbursement decisions across European countries, with a specific focus on Greece. Furthermore, a comprehensive analysis of Greece's pharmaceutical policy and HTA framework was performed, and inherent strengths, weaknesses, opportunities, and threats were identified with the use of the SWOT analysis method.
In Greece, significant improvements in the HTA framework were identified, however there is room for further improvement.
Given the imminent changes imposed by the EU HTA regulation across Europe in the coming years, Greece needs to adopt the existing legislative framework for HTA and allocate resources to strengthen its capacity.
