This study is structured as follows. Initially, it presents an overview of the models of maritime clusters in the Mediterranean, highlighting the basic features of their elements and their particularities. It pays attention to sectoral characteristics, critical mass, maturity differences, and cross-border co-operation. Then it focuses on cluster policymaking and a brief outline of the Piraeus cluster.
It aims at assisting maritime cluster managers. It reiterates the logic and principles of maritime clusters especially in the Mediterranean region, which defines the advantages of maritime clusters and the conditions for the development of maritime clusters in the region. It concludes with policy recommendations for clusters in the European area, evaluation of the EU policy framework as well as maritime policy proposals.
