Abstract

Social conditions, in combination with the demographic changes faced by countries in recent decades, have resulted in increased demand for health services. A basic obligation for each developed state is to ensure that any existing or imminent need is met for its citizens. With proper organization and optimal management of the resources available, states are restrain to the increase in healthcare spending in order to achieve the financial viability of the system. Financial discipline is imposed by the international environment as a one-way street, and aims to restore balance to the everyday life of citizens during the economic crisis. Social issues issues have gain the experience from countries that have developed alternative forms of insurance and have gained experience in managing the health crisis. Reforms and political decisions need to be implemented in the light of the well-being of society, without creating conditions of inequality in health services. Achieving the goals needs to be set with time scale effort, and must be reinforce innovation. The good of health is the most important post of every society for its continuity.
