The research question in the present dissertation is the cigarette affordability as a measure of formatting policies to reduce smoking in the European Union and especially in Greece. The introduction presents the negative impact of smoking on people’s health and the economy of each country. Subsequent to this, the measures and the restrictions that have been applied to reduce the smoking and the importance of the increase of taxation and cigarette prices are presented. In addition, our research unveils the impacts of prices and taxation on consumption.
The second chapter analyzes three methods that are based on income and cigarette prices in order to understand how affordable the cigarettes have been made over the last 20 years in Greece and compared to the European Union.
The third chapter investigates the effects of the reduction of cigarette affordability. In particular, it shows the impacts on tax revenues, employment in tobacco industry, illicit trade and duty free cigarettes and, finally, on substitute products.
