The aim of health systems is the clinical effectiveness, economic efficiency and social justice. The health expenditures of a country constitute 5-10% of the total GDP. Therefore, the health sector is a critical area of economic activity, which decisively affects employment and growth.
This study focuses on the presentation of health expenditure for all relevant categories of costs over time in the last 15 years. Initially, the structure of the system is presented, the sources of funding of the pension funds and the purchase of services and medical products. Then, the latest political reforms which aimed to a better financing of the system were evaluated.
Then, the health expenditure is analyzed by category and time period, with an emphasis after 2009, when a new methodology was employed of the National Health Accounts of the Organization of Economic Cooperation and Development by the Greek Statistical Authority, which provides greater accuracy in estimates.
Finally, recommendations are given for controlling and reducing health costs through the use of modern organizational, administrative and technological tools. Particular reference is made to the new statistical methodological approach of big data, which promises to completely change the perspective of health systems to reduce health costs based on clinical and quality indicators.
