The purpose of the present study is to examine the principles and regulations of the
International Convention STCW (Convention on Standards of Training,
Certification and Watchkeeping for Seafarers) and its impact on the safety of
merchant ships. Extensive reference has been made to the content and the
amendments of the Convention since 1978 when it was firstly introduced, to the most
recent amendments which took place in Manila in 2010.
After analyzing specific incidents concerning the degradation of the marine
environment emphasis is put on the role of human factor in causing accidents which
makes imperative the implementation of the Convention.
Undoubtedly, a lot of benefits will arise by the compliance and implementation of the
regulations of STCW Convention as far as safety of life at sea and the marine
environment, are concerned.
