The last few years, the global economy has been facing the most severe crisis since the Great Depression of 1929. Consequently, the international financial system has to function in a unstable environment, which complicates the work of national supervisory authorities. The Basel Committee aims to establish a common framework so as to supervise, sustain and reinforce the stability of the international financial system.
This paper presents the regulatory framework of Basel I, II and III, as they have been enacted by the Basel Committee on Banking Supervision. Furthermore, it emphasizes at the role of management of the existing and potential risks which financial institutions have to face. In this context, it focuses on the phenomenon of procyclicality that arises from this regulatory framework, the consequences that it can bring about and the tools for its mitigation.
