According to article 101 of the Constitution, the Administration of the State shall be organized pursuant to the decentralization system. The administrative division of the country shall be based on geo-economical, social and transportation conditions. According to law 1397/1983 about the National Health System, the State shall be responsible for the provision of Health services to all citizens. The Health services shall be provided equally to each citizen, regardless their financial, social or professional situation through the uniform and decentralized N.H.S. According to law 2889/2001 the N.H.S. shall be organized on a regional basis, i.e. it is effectuated the constitutional command and the provision of law 1397/1983 concerning the uniform and decentralized National Health System. In each sanitary district, there was founded a P.E. under the corporate name Regional Health System. In 2005, the law 3329 abolished the decentralized form of administration for the sanitary institutions; all decentralized institutions ceased to be decentralized and they automatically turned into autonomous P.E., as they used to be before 2001. This study highlights the amendments in the Legislation, as they were gradually formed by these statutes and the laws that complemented them and they are taken into consideration as for the constitutional command. Meanwhile, a historical review of the sanitary system of the country is presented and the necessary clarifications are provided in relation to the concept and the history of the decentralized system of administration.
