Prior and minor factors for ensuring viability of the social security system in Greece

Abstract
The world economic crisis, the demographic developments and the transformation of labor market create a particularly unfavorable environment for the longevity of Insurance Systems in Europe, making thus imperative the need for reforms. Greece was called to ensure the chronic issue of viability of Social Insurance Domestic System into a situation of deep recession, huge budgetary deficits, and engagements derived from the lending contracts and under the weight of the existing distortions. In the framework of this essay an analysis of the main factors which influence the sustainability of Insurance System is attempted, as well as the investigation and the hierarchy of their effect in the guarantee for sustainability and social sufficiency, via the recent insurance reform and the new insurance law (3863/2010) that strengthens the features of system reciprocity. The complexity of Insurance question -as it results from the breadth and the strong degree of cross-correlation of individual factors- does not allow its final regulation in a reforming undertaking. On the contrary, it reflects the need for co-ordination of a series of policies in social, economic and developmental level, compatible with the EU guidelines. These policies will contribute in the improvement and the qualitative upgrade of basic factors of the insurance interrelation. The increase of employability through the distribution of employment energetic forms and the removal of discriminations in the labor market, the demographic renewal supporting the family institution and the reconciliation of professional and family life, as well as policies that improve the health and safety in workplaces are some of the proposed directions.
