The constant growth of health care expenditures of social insurance organizations deteriorate the financial crisis of the Greek social security system. A specific strategy with necessary measures must be taken so as to restrain the unjustifiable health care expenditure and detect the possible fraud. Therefore, a new inspection and auditing authority (YPEDYFKA) has been founded in the General Secretariat of Social Security of the Greek Ministry of Employment and Social Protection. This new authority is responsible for the inspection and audit of health care costs of social security organizations. This study describes the actual procedures and focuses on the barriers the new service faces. Finally, conclusions are drawn, an evaluation is attempted and proposals are made in order to improve the service’s effectiveness and efficiency.
