The thesis presents the possibilities offered by the implementation of Public Private Partnerships (PPP) and the institutional framework for projects of this type and specifies in the area of the Port Industry by recording and evaluating the current situation in European ports. Ports, as parts of maritime transport, play a crucial role in the modern economic mainstream. The constant need for new services, the extended technological progress and the development of combined transport in recent decades, increase the need for providing modern and high-quality port services at competitive prices and simultaneously make the development of adequate port infrastructure urgent while the major economic and financial crisis pushes the public sector of countries in inexorable decline and highlights business opportunities through PPP programs. A wide divergence in national and port PPP approaches can be noticed and so does as results of their implementation are concerned. It is concluded that only through recording and analysis of the external and internal environment of a port, microeconomically and - combined with - the national and supranational systems of ports macroeconomically, can a port or port system develop the best strategic port planning, which will indicate whether PPPs should be selected as a model of organization and management of a port or a port service provided or rejected and which methodology to apply.
