This thesis aims to investigate entrepreneurial behavior and organizational change in Greek public sector. Moreover analysis of the relationship between employees' entrepreneurial behavior and attitude-resistance to change is provided. The problem we approach is timeless and intense and associated with the need to reorganize the public sector to become more effective and efficient servicing Greek citizens. As it was stated, the objective of the present thesis is to study the effect of organizational change and attitude-resistance of workers against the organizational change and how people express their entrepreneurial behavior in public sector. More specifically, we analyzed the sectors of change and stages following a planned organizational change during the introduction of the organization. Additionally, we separate types which determine the organizational change, based on some specific features and an extensive reference to the reactions that can occur from the officials, of the organization. At the same time, we investigate the role of employees' at all hierarchical levels and we try to find how they react to innovation, organizational change, empowerment and decision making process.
