Public debt is a factor that significantly affects the economies worldwide. Many countries faced serious problems in the management of this factor - both before and in the current era. That is why, numerous researchers, have tried to develop methodologies that permit the appraisal as well as the measurement of debt. Within this context, the current work analyses public debt, both in theoretical and practical level and also, an attempt was made to find the factors that affect it.
