Abstract

The current study is a training proposal for the way in-service civil servants should be trained in our country given the prevailing financial conditions, the rapid technological growth concerning Information Computer Technology (ICT) and the consequent change in the knowledge, attitudes and skills needed to cope in a constantly changing socio-economic global backdrop. By means of the LCDS authoring tool, multimedia material has been developed so that vets are trained regarding legislation issues, practices and controls as well as handling the online application for the certification and document publication of goods transportation pertaining to the food chain thus reassuring public health safety for the citizens-consumers of the European Union. The developed educational multimedia material couched within the most up-to-date pedagogical practices and Life Long Learning theory may be used for the distance education of the employees of the Ministry of Rural Development and Food. Furthermore, the developed educational multimedia material may be used either as a standalone educational package either by individual end users or in groups in face-to-face contexts or in e-learning contexts. The developed material may also be distributed and shared across other learning management contexts since it abides by the SCORM 1.2 specification which is widely acknowledged and compatible with most Learning Management Systems. The proposed educational material takes another angle of in-service civil servants' training exploiting ICT and the innovations of e-learning since in-service training is associated with the development and upgrade of human resource in the public sector and the services provided to citizens.
