The system supplies products and services in the area of health is a very sensitive and critical issue, which is fairly central to the debates and reform efforts, but to achieve the best possible management and financial organization. Of course, the problems of transparency, quality and efficiency of the system related to the greater good of protecting public health. So the existence of a system of health care supplies that combines ensuring quality, efficient, economical and readily available products and services is a challenge. Despite the efforts made in the past, system health supplies has inherent weaknesses and imperfections, which are concentrated in the common finding of excessive debt accumulation in the health facilities and the inability to control and contain healthcare costs. The mere fact of frequent reform efforts and the frequent change in the composition of the respective Purchasing Health Ministry responsible for demonstrating the deficiencies and inequalities of the above system. The same conclusion can be drawn, given the fluidity and constant change aspects of the legal framework governing the status of supplies, and expressing the occasional attempts to solve these problems.
This thesis is concerned with the management at Health Procurement System of Greece as a prerequisite of good operation of the National Health System (NHS) and, ultimately, the good of Health, through the investigation of its properties and in particular the detection and evaluation weaknesses and problems of distortions in terms of basic principles of management, as well as through the promotion of opportunities and perspectives are in line with relevant international experiences. The project is structured in two parts: the first, consisting of two chapters, relates to the procurement system health in Greece in connection with international experiences and practices, and the second presents the conclusions and suggestions for a more effective system of health care supplies in our country. Specifically, in the first chapter describes and assesses the purpose of the NHS, the way of organizing and funding sources, the impact of the supply cycle mode, the mode of procurement system within the supply chain of health organizations and related this international practice. In the second chapter refers to modern international practices Management and a brief reference to examples mainly from the European space. The second part presents the findings from the evaluation of the procurement of Health and proposals for, if possible, more effective performance management in health facilities and in particular for the most successful operation of the procurement system, based on the financial viability of the system in conjunction with quality of health services and reflecting the practices followed internationally. The thesis ends with a general estimate - conclusion about the prospects of health procurement system, which is condensed in the following: Based on the Greek reality and implemented modern tools of public management in health systems internationally, that which is most effective Decentralised structures and controlled reliable operating procedures and, where appropriate, centralized structures and functions and where they are needed.
