This thesis deals with the development of a pilot information system that simulates the main services offered by the National Instant Aid Centre (EKAB). Its name is eEKAB. The overriding aim of eEKAB’s development was to optimize the ambulance service and the specific objective was the use of new and evolving technologies such as the operating system Android. The basic idea is that ambulances and doctors have Android phones connected to a central server which is connected to a central database. When an incident reaches the EKAV’s call center the details of the incident are recorded and the incident is promoted to the nearest ambulances and doctors, through the application running on the server, in order to rush to the incident immediately. The mobile application, in turn, is responsible for updating the central database via the server, with the current location of ambulances and doctors. Along with the development of the application, existing techniques across the world in the field of emergency management are examined. Technologies used in the present information system are also analyzed. Finally, the system is evaluated in order to become apparent whether such a system can improve the existing services.
