This thesis focuses on the meaning of the evaluation, its separation from the concept of monitoring, as well as to clarify some principles that need to be followed οn the evaluation process, such as, identification of success factors, the need for improvement, effective and efficient use of the resources. Furthermore, the types of evaluation are analyzed according to the evaluation time, who is evaluating and which steps must be followed, and the criteria which may be either quantitative or qualitative, or a combination of both. Moving on, the thesis extends to the evaluation of information systems’ projects, which can be evaluated either as a unit or in use. The nature, however, of this kind of project presents many challenges, such as the limited availability of data, the difficulties in determining the case of installed systems and the delay of applying the evaluation. The presentation of a general evaluation methodology that follows provides a framework to ensure the consistency and validity of the data by dividing the evaluation process into five phases/steps. Afterwards, this research, presents six of the most widely applied models for evaluating and measuring the performance of information systems projects: the Cost-Benefit Analysis Methodology, the Traditional Assessment Process of Information Systems Projects, the Critical Success Factors Methodology and the DeLone & McLean Success Model. Closing this section, we analyze extensively the Project Performance Scorecard (PPS), which is a tool used to update the status and the monitoring progress of business operations of an organization and the Project Objectives Measurement Model (POMM) which focuses on the structured development of the project’s criteria which are representative of each stakeholder. Finally, a case study is presented, which concerns an assessment framework of the costs and benefits of an IT project in healthcare.
