Numerous efforts have brought into focus algorithms and systems that try to solve, in a local or global manner, important issues using techniques to regulate traffic, police the requirements that must be met, bind links or routes and more. However, while some part of the scientific community was investigating and inventing such practices by creating technologies such as the IntServ and the DiffServ, another part designed and developed a new type of networks that combines the best features of the ATM and Frame Relay: The MPLS. Being a multiprotocol label switching hybrid network and giving the means to facilitate technologies for end – to – end traffic and resources management, MPLS quickly attracted the scientific interest and contributed to the research and standardization of innovative and scalable methods in the field of Traffic Engineering, such as the explicit routing, the priority levels, the local or global links protection and more. Moreover, begin still open to suggestions and prototyping, MPLS has brought to light several new algorithms for Traffic and Resource Distribution that work not only in a dynamic but also in an offline way, while meeting one or more of the MPLS – TE requirements. Continuing the effort of the previous researchers, this postgraduate diploma thesis designs and develops a new Traffic and Resource Distribution algorithm for MPLS networks in the Future Internet, which takes into account all the requirements of the MPLS –TE and distributes in an offline mode the sets of flows within a network in such a way as to achive both the balanced routing and the flow maximization.
