Responding to the increasing need for maritime safety, the protection of the marine environment and improved living and working conditions of the seafarers, created the so-called Memoranda of Understanding, which tend to harmonize and coordinate the inspection procedures and the exchange of information of all inspected vessels, through common databases. This study, gives a detailed presentation of the operational framework of one of the majors Memoranda of Understanding, the Paris MOU, while examines also the detentions of the vessels and the deficiencies found on them, after the Port State Controls. The aim of this study is the evaluation and the comparative analysis of the inspections’ results, for which the Paris MOU issues the black, gray and white lists, which show the full range between quality flags and flags with poor performance. Moreover at the end of this paper there is a detailed presentation of the inspection results for the year 2008, both at international and national levels.
